Practice focuses on commercial litigation and construction law. He obtained his undergraduate degree from California State University Fullerton in 1987. He graduated with honors from U.C. Davis School of Law in 1990. Frank began his law career litigating in California. He has been practicing law in Florida since 1996. Over Frank’s years of practice, he has represented all of the participants in the construction process, including owners, design professionals, contractors, subcontractors, suppliers and manufacturers. He is skilled at contract negotiations, motion practice, trial, mediation and arbitration.
Frank is a member of the California Bar and the Florida Bar. He is admitted to all U.S. District Courts in California, and the U.S. District Court for the Middle District of Florida. He has authored a number of articles in publications for the construction industry and legal profession. He is a frequent speaker at seminars relating to construction law and is a Florida DBPR certified continuing education provider for licensed general contractors.
Frank is also on the AAA panel of arbitrators and he is also on the list of arbitrators for the Florida Circuit Courts in Volusia, Brevard and Seminole Counties.
